Natspec has published its Manifesto for Specialist Further Education 2026 in Wales, ahead of the upcoming Senedd election, setting out the key actions the next Welsh Government must take to ensure young people aged 16–25 with additional learning needs (ALN) can access high‑quality, person‑centred further education (FE).

Our vision is clear: every young person with ALN or disabilities should be able to access the right education, in the right place, with the right support to thrive. Specialist FE plays a crucial role in achieving this, yet ongoing systemic issues continue to restrict opportunities for learners with the most complex needs.
Families and providers across Wales report that the system is not working as intended. We continue to see inconsistent interpretation of the ALN Code, weak or incomplete Individual Development Plans (IDPs), unclear commissioning and funding arrangements, and limited guidance for families making vital post‑16 decisions. These pressures risk creating a postcode lottery that leaves many young people without the support they are entitled to.
Our manifesto sets out three priority actions for the next Welsh Government:
1. Guarantee fair access to FE
Introduce clear statutory guidance on commissioning specialist FE, set national IDP quality standards, and ensure families receive impartial advice on all post‑16 options.
2. Fund and assure high‑quality specialist provision
Provide ring‑fenced, multi‑year funding for specialist FE placements, appoint a designated lead commissioner, and create a capital improvement fund for specialist FE colleges.
3. Strengthen opportunities beyond college
Require multi‑agency planning before any IDP is ceased and expand employment support tailored to young people with complex needs.
We are also encouraging current Members of the Senedd to engage with specialist FE providers, champion the sector in debates and committees, and work with regional partners to improve long‑term outcomes for learners.
Our Wales 2026 Manifesto sets out practical, achievable steps for creating a fair, consistent and effective FE system. We urge all political parties to adopt these commitments as part of their election plans.
